Yes, you can always hard code your pop-up, either from scratch or by using open-source libraries available on the internet (like Oui Bounce).

However, there are various tools that can make your job much easier. Bounce Exchange, OptinMonster, and Optimonk are my personal favorites. Optimonk even offers a 14 day free-trial offer to its first time users. You can find more such tools in this article.
